Refund was taken from my bank account, not the paypal balance.

I was sent $750 from someone, and I did not accept it because of the FEES. So, I immediately refunded the money, I did NOT initiate a transfer. The transaction was not simply reversed, paypal took the $750 directly from my bank account, while I still have the reduced paypal balance of $727.57 available! This would have over-drafted my account had I just not made a deposit, but now I have almost no money left in my bank account to pay my bills and go shipping! WHY was the REFUND taken from my bank account, and not the transaction just reversed? I am TOTALLY **bleep** because of this!!! My wife is having a god-damn fit! This has never happened before! This is **bleep**, and totally **bleep**ed me!

Yes, you did accept payment “technically”, since the PayPal fees were deducted and the rest ($727.57) is in your available balance.

PayPal debited your bank account because you didn’t have enough in your available balance to refund in full. PayPal doesn’t refund the fees you originally paid when refunding. You may withdrawal the reduced PayPal balance of $727.57 available to your bank account or eligible debit card to cover your bills and do shopping.

I did NOT accept the transaction. I got a notice I was paid, and there it was, fees already gone. I did NOTHING, but immediately
refund it. I did not chose any option to ACCEPT the payment, that was done for me.
I am closing this account, and PayPal can go fornicate themselves with a baseball bat, and rot in hell.

That’s how PayPal works though for as long as I can remember. Payments are processed immediately by default so users receive payment instantly which entails the fees being taken out unless:
- A payment has Accept/Deny options next to it awaiting your response
- You’re a merchant using authorization and capture 2 step processing feature which first initiates an authorization with option to capture the funds or void the authorization at a later time.
Otherwise it is not always a given that you get to accept/deny each payment, only on certain situations do you get that option (ie. receiving foreign currencies, payments from unverified accounts).

I have been a member since DAY ONE with these people, and I have ALWAYS had to "accept"
a non solicited payment. eBay sales, or other sales where I sent an invoice, that is different.
I had no clue this person was going to send me the money this way, and now I have to literally
PAY for his mistake? Nope, I will write or contact whoever I have to, to make this right.
PayPal has been under scrutiny before for practices like this, and I will see to it they are
AGAIN.
I did not authorize or even expect the payment, nor did I accept it, therefore they have no right to take
money for a transaction I did not authorize or accept. That would be like you placing $750 on a table,
waiting me to pick it up, but before I do, the waiter walks up and takes $24 and just walks away. SO, if I
do not want your money, some other **bleep** just walked away with $24 of it, that has to come out of my
pocket for you to get ALL your money back. You would not take the $727, because you laid out $750,
so you're either going after the person that took it, or from ME because the other person is untouchable,
or so they think. You would not accept it, neither should I.
I was give NO option to deny the payment. I don't know what language you read, but I logged
in, and there was the money, MINUS the paypal fees. I did nothing but immediately refund
the amount, for which they took directly from my bank account.
**bleep** PayPal, I am going to the FTC, and Attorney General. I did NOT solicit that payment, for them to
take their cut...

You only need to 'accept' the first paypal payment OR if its in another currency.
Other than that folks can send you money and it appears in your paypal balance OR auto transferred to your bank if you have chosent that option.
I have never had to accept any payment after the first one.
If you are taking PAYMENTS then you pay a fee, the only way to not pay a fee is by using the friends/family option but that is not allowed for transactions/sales.
Advice is voluntary.

I didn't accept ANY payment, EVER, from this person or entity. It was not
in an other currency, and I have THAT option set to reject payments in other
currencies. Are you people stupid or something? Are you not comprehending the
ENGLISH I am typing in?
This was an unsolicited payment, PERIOD. PayPal has no right to reach out and take
a cut when I did not accept it. I got a notification I received money, logged in, and there it was.
AGAIN, lay $750 on a table, and let someone walk by and take $24 of it before you
even get the chance to accept it, or make that choice. Now, if you say no, it's
too late, some **bleep** already took $24 of it and ran away...

The information given by @kernowlass and @sharpiemarker is correct, but I believe there may be a misunderstanding of what was said. The first payment ever received on your account, from any sender at all, requires acceptance. Payments received after that time, from any sender at all (even if they are a different sender than the first one), do not require acceptance, unless they are in a currency that you do not hold. This is not something that can be toggled or opted out of.
Fees are a part of receiving Goods and Services payments, every time. If a payment is sent to you as such, a fee will be charged. Business accounts may only receive Goods and Services payments as of a recent update, about which information was provided to all affected customers. You can learn more about fees by clicking Fees at the bottom of the PayPal website, and about policy updates by clicking Legal at the bottom of the PayPal website.
Again, I am sorry that the fees you encountered were surprising. It may be that you have a Business account. If you do and your business has been receiving payments as personal payments in the past, I regret that it will not be able to continue. However, if you do not have a business but have a Business account, you can contact Customer Service to request a downgrade of your account, or you can open a second account that is Personal to use for non-business-related transactions.

I should actually have said, may require acceptance. Not all accounts in all countries will require acceptance the first time. I figure I should clarify that in case you use that information to help others. Hope this helps!
