Seller refusing to give a refund, hasn't dispatched the item. What can I do about it?

I ordered a graphic cards on Ebay I had paid for it via Paypal credit. However I know it's my own fault that I probably impulsed bought it on this Friday just gone, as a day later I changed my mind on it and I didn't want it anymore. As the item wasn't going to be dispatched until Monday/Tuesday, I figured it was a fairly reasonable time to get the order cancelled.
So I did ask if the seller if he could cancel it and I did apologise for wasting his time, he said wasn't able to cancel it from his end as payment did not go through yet, (Something I didn't realise before checking) and if he did cancel it would come out of his own account, I've got zero experience being a seller on Ebay but I would just assume it would just cancel the incoming payment/transcation?
(If anyone with seller experience can give me some insight if this true, that'd be great)
If anyone has got some advice on this, that would be great.

Seller is not obligated to cancel an order, they can reject your request to cancel. However, a seller can cancel an order from their account or by accepting a cancellation request from you.
If the seller is from the US, to cancel an order per buyer’s request seems pretty easy to do:

“When you offer your buyer a refund, the amount will be paid from the total of your Available, Processing, and On hold funds. If you don’t have enough funds to cover the cost of the refund, the amount will be paid from your linked checking account or an on-file payment method.
- For example, if you issue your buyer a $100 refund and only have $80 in Available, Processing, and On hold funds, your payout checking account or on-file payment method will be used to fund the remaining $20”
Don’t know how long it takes for a payment to process on eBay but it should be fairly instant and be under “Available, Processing, and On hold funds.” statuses.
If the seller refuses to cancel order, you’ll just have to wait for the estimated delivery date to pass and report, item not received if they have not shipped or you haven’t received your order:

Also review the seller’s return policy. They may accept returns for any reason, or they may not accept returns on buyer’s remorse reasons, for example.
You can also ask for advice in the eBay UK forums.
Try to get the seller to cancel order or send a cancellation request if you haven’t already. Otherwise, file an item not received after the estimated delivery date has passed, or if you received your item, see what your return request options are.
You’d want to try to get things resolved through eBay’s money back guarantee policy first.
Only file a PayPal dispute within 180 days from date of payment as a last resort.
