Seller wants me to cover the G&S fee and the currency conversion fee from USD to CAD.

Hello, I'm currently commissioning some artwork for $100 and the artist wants me to cover the 2.9%+$0.30 G&S fee and the currency conversion fee from USD to CAD. It would be about $7 extra for me which isn't that big of a deal but this kind of behavior does not sit well with me and I was wondering if this is even allowed for sellers on Paypal?
