Sent with card refund in paypal ballance?

My brother wanted to send us a personal transfert but he did a comercant transfert by mistake. Now its on hold 21days ( no tracking number ect) i cant refund it because he left for Ukraine and wont be able to resend it.

Thank you for the post. I am sorry to know you are concerned about the payment received which is a commercial payment while you are expecting a personal payment. I do understand the inconvenience caused with the hold on the payment. However, all the commercial payments received will be on hold within the receiver's account. You can visit the Hold Release procedure. It is possible that not all the options apply to the hold release. To know more about it, please reach PayPal support.

I would also like to suggest you not to refund, it is possible that the payment fee charged on the receipt of payment may not be refunded.
