Spending money I've made on Paypal

When I started using Paypal many years ago the money I made on sales wdnt into my account from where I could spend it.  It now goes into a black hole (my account is permanently zero) until a payment pops into my bank.  This makes it really hard to buy anything on Paypal as I get all these purchases popping up in my bank account.  How do I pay for items I buy on ebay from my Paypal account?

And now that we are no longer going to get free return shipping on defective items, how much are Paypal and ebay going to reduce their seller fees?

You never need funds in your Paypal account balance as a buyer. When you purchase an item then Paypal credit the seller for you, this is so there is no delay in the despatch of your item. Paypal will then take the wait for the funds to automatically transfer to reimburse them from your linked funding source.

Also if you have not set up a balance account then payments would auto transfer to your bank account, when you sell your first item you get a choice, auto transfer or balance, you must have chosen auto transfer. You can change it to have a balance account instead if you wish to.

No idea about Ebay or Ebay fees, you would have to ask on their forum as they are a totally separate company.

As far as paypal are concerned I haven't seen anything about them changing their 'return shipping' policy.

Thanks for the answer - I have clearly missed something though.  When I look at my Paypal balance, it is always zero and then, every couple of weeks the proceeds of my last few days sales turn up in my bank acco unt - I never have a usable Paypal balance.  Been like this for over a year.  How do I actually keep a balance in my Paypal account and not have it sent to my bank?
