Target purchase thru PayPal

Okay, on February 23,2002 I put a Target purchase for gift card. Didn’t have enough on credit card in wallet. Now 3 months later Target has no record of transaction. Contacted PayPal and they say it will take a year to get my money back. They have a hold on the money which is only $19 but now it’s just the point. Has anyone else had these issues? It won’t cause me to file bankruptcy but they can see that I’ll never get the Target purchase.

Welcome to the PayPal Community! I'm sorry to hear you're running into some issues with a recent Target purchase. I'm not familiar with any year-long hold if a purchase fails, the longest I've heard of an authorization taking to fall off is 30 days. If you haven't seen the authorization release after 30 days, please reach out to our Customer Support teams by clicking "Contact" at the bottom of any PayPal page to investigate the matter a bit further.
