Things don't seem to be working at the moment error message and what does this mean?

I have a personal PayPal account.  I am trying to withdraw money and have a check sent to me and not have it deposited into my bank account.  I keep getting this error: Things don't seem to be working at the moment.  I have tried to locate where to change settings to disable the encrypted website payments - since this is the only information I can find that comes close to why I may not be able to withdraw my money and have a check sent.  I do not sell anything on eBay or have a merchant account. Can someone help me?  Thank you!

Thanks for the link. I do know how to transfer money. That is not the issue. I did not know how whatbthe error message was referring to. I did call paypal. My email address needed to be confirmed again for some reason. Glitch in the system. Paypal customer service was great, prompt, and knowledgeable.
