Good day!
I am not in the US but my personal Paypal account is in USD.
If I send money to a relative's personal Paypal account who is in the US, will I still be charged transaction fees even when my account is in USD, too?

That fee will vary depending on the country you're sending to / from and which funding source you're using. You can find your specific international fee on PayPal's Fees page.
