Twitch payment declined

Hey,
whenever I try to buy sub, gift sub or anythink at all ONLY PAYPAL will decline. My bank card works, paysafe card work and PAYPAL is the only one that doesnt. It used to work like 2 months ago, but now it isn't working. 
Waiting didnt helped.
