As per the information that you've shared, it seems like you're trying to receive money as a freelancer, it is possible the sender may be unable to send money due to risk on their account. There won't be any risk trigger for receiving money. In this case, they may have to try again at a later time or contact the customer support team if the issue persists. To have hassle-free transactions, please check if you have verified your PayPal account by adding your financials. If the account is verified, it would show on my account page of your PayPal account.
