Unable to make payment via ecommerce website nor directly to the seller's email

I am in Singapore. Unable to make payment to a seller in Ukraine through the ecommerce website Delcampe.net

when in 03/2022 I could pay this same person without any problem. Paypal msessage:

"To comply with international regulations, this transaction has been declined"

I tried to pay directly to his email but also could not. "Your account is not supported for this action"

The seller says he is able to receive paypal payments from buyers in other countries including

another person in Singapore.

Also, I was able to make payment to other people on Delcampe and Ebay. My paypal account is fine.

SO, I gave up and made the payment by Western Union.

Account holders in the Ukraine can now receive Paypal payments with the recent Paypal changes. However they can only receive friends/family payments as per link.

The friends/family option is not available in every country so not all countries would be able to send them payments.

Think you are in one of those countries unfortunately.

Thanks so much for answering my questions. I understand now why the seller in Ukraine

cannot receive payments from me, it is due to the changes since 17/3/2022.

A black mark to Paypal's so-called "Customer service" staff who could not answer

my question at all.

Also, thank goodness there are other payment options like Western Union.

The changes paypal made after the 17th allowed Ukrainian paypal accounts to receive funds for the first time, before that they could not receive paypal payments at all.

However now paypal has made it possible for them to receive payments BUT only friends/family payments and not goods/services payments.

However your account is the problem in that you do not have the friends/family option and so can't send payments using that option to the Ukraine.

Previously I could buy goods on ebay , etsy etc and pay sellers in Ukraine through Paypal. The payment would be to Ebay Commerce or to Western Bid Europe, which is a payment agent . However after these new rules, I cannot use paypal to pay anyone in ukraine at all, whether it is on ebay or other sites, or private payments. Paypal may have made things easier for people in Ukraine to transfer funds within the country, but it is no help to buyers in some countries like mine, and I dont understand why paypal Singapore does not allow users to make any payments to Ukraine now. Yes, paypal singapore is the problem.
