Unauthorized transactions

Greetings An order was placed, using my PayPal account, on an online store. I received an email from PayPal, when the order was placed. PayPal email further mentions that a new device was used, in France (I live in USA) to place the order. I approached PayPal for this unauthorized transaction, and I got a reply that PayPal has determined that it is an authorized transaction. PayPal didn't approach me for further details about the transaction, and arrived at conclusion on their own, in a rush and careless manner. PayPal further suggested me to approach the seller directly for refund. Now I feel unsafe using PayPal. Anyone, from any part of world can use my account, buy anything, and PayPal will classify as an authorized transaction. It doesn't matter for PayPal what the account holder (me, in my case) is saying.
