Usps tracking says item lost, refund claim open for 20+ days, what is taking so long?

I had a package that i ordered on April 3rd. Usps said was out for delivery on April 14th. Later that day it changed from "out for delivery" to "arrived at usps facility". It was not delivered that day. I figured it would be delivered in the next day or two, but it wasn't and status changed to "Alert: your package may arrive later then expected." After 2 days there was still no package and no update with shipping. So I tried to contact the seller. They didn't respond so I opened an INR case with paypal and escalated it on April 20th, and filed for a missing mail search. PayPal gives the seller 10 days to respond or the case would be closed in my favor. The seller waited the full 10 days then responded with only the tracking number. That's fine, tracking shows that i still haven't received the package. PayPal responded and said they would make a decision on my case by May 10th. A few days ago i got a message from paypal requesting that I submit a police report for the theft of my items? They weren't "stolen". They were obviously lost by the post office, which can be seen in the tracking because they were never delivered. I replied with that and sent a copy of the missing mail search. The case is still open. The tracking number still shows the items as not delivered, "missing mail search request initiated. " What is taking so long? It's very obvious my package was not delivered, why won't paypal close the case and give me a refund? The cost was only $55. In the 10+ years I've had paypal I've only had to dispute something like twice and both those times in was resolved in hours. I'm going on 25 days for this. What gives?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
