Wedding cash/gift donations included a fee charge

My niece is using a site for her wedding. Cash Donations or gifts are using paypal.me. I sent a large donation, only to find out she (as the receiver) was charged an additional $14.95 which was deducted from my total donation. As I understand it, "friends and family" donations should not be charged a fee. Why was she charged the fee?

Does she have a paypal business account? Only paypal.me payments from business accounts are treated as per goods/services payments.
Advice is voluntary.

Thank you for the response. I will ask when she is available. I doubt she has a business account. I don't know what you mean by "treated as per goods/services payments". She has used paypal.me (personal account) before and received funds without being charged a fee. Does the fact that she used it as a payment option for Wedding donations on her wedding website change things? I don't see how. The site simply links to the Paypal site and the rest of the transaction happens there. I did give a more substantial amount ($500.00.) Would that trigger a fee?

It may have processed the payment as a "goods or services" payment based on how the button was set up for her website.
