If its available then click the transaction and it should be on that details page OR did you get an email?

Never confirm receipt unless you have actually received the goods regardless of what any seller advises or you will negate your buyer protection.

I am a developer and a client paid me via PayPal. Then the money is put on hold for 21 days. After reading the instructions from Paypal, I provided a tracking information using ups, which should send an email for confirmation of receipt goods. But the clients tells me he didn't receive the email and he can't see anywhere to click to confirm the receipt of goods. Now I am stressed wondering what to do because 21 days is too much for me to wait

If you add a tracking number then funds are released when tracking shows delivery of the item to the buyer + 1 day as long as you used one of paypals supported carriers.

The confirmation option is normally for digital / virtual goods.
