Why can't I pay with my bank anymore?

I used to be able to pay with my bank on Genshin Impact but it no longer shows me the option. Genshin said it was Paypal's problem, not theirs. What could've changed?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
