Why does the status 'order processed' suddenly require a tracking number

FOR PAYPAL SUPPORT/TECH/UX TEAM:
For the past 10 days or so, when clearing payment a new version of the UI has been appearing occasionally.
Normally, I enter 'Order processed', click submit and it updates the order information. This new version of the UI requires that I enter a tracking number and courier information. I sell services that are delivered at the moment of sale - there is nothing to ship, so these extra steps are odious at best. It was bad enough when you started forcing me open each card in the SPA-ish interface before I could get to the payment processing screen, this just adds two additional - and totally unnecessary - steps to that already very scratchy process.

Oh, I forgot to say that the reason I'm raising this is that, today, every sale I cleared now used this UI. I could sometimes get it to go away by refreshing the page, but not today - I'm guessing your canary build got pushed to general availability.

I have the same problem. I send digital products, and while I usually tell my clients to send without a shipping address, they sometimes forget or do not know how to send payment without a shipping address.
Whenever this happened I would mark each of this payments as 'order processed' and would usually work fine, but now it wont let me go through until I add a tracking number and carrier. It would be to annoying to refund these payments until they finally send with no address...
I send all products digitally so I obviously don't have a tracking number. Please help, Im sure there are many people that use Paypal for things that do not require shipping or do not have tracking numbers...

Encountering the same issue now as of today. Not sure if this is a policy change or a mistake with the UI update, so would appreciate some clarification.

Also experiencing this issue. Seems like a bug hoping it fixed soon.
Selecting a carrier is so much slower now as well.

Having this problem as well. Absolutely dreadful for freelance workers. Tried to call them, got told their offices are closed and to call back later. Tried to send a text, haven't gotten a response yet.

I was able to get someone through the chat feature.
They told me to enter NA in the tracking number box (if it complains that it has to be 4 digits put NANA) and the NA for the carrier. I told them it would be easier to just put the check box back.
Also told them the redesign of the Add Tracking Info page is terrible, they made it clunky and slow.

FYI, their method didn't work.
I had to enter NANA in the tracking number (which just looks silly) and then choose other for the carrier and it has to be at least 3 characters, I typed electronic delivery.
They completely messed this page up.
