every paypal transaction gets cancelled even tho i have bought a couple things some time ago

Im trying to buy a license for Flickity slider. its a slider for webdevelopment. I need the slider for my online store but when i try to buy it the transaction gets cancelled. When i try my card it gets cancelled and when i try to use paypal balance the same happens
