i can't transfer paypal balance to my own card

i want to transfer money to my card 

but i choose the card that i want to transfer the money to, it said sorry we are unable to complete your request, and before i was able transfere money to the same card,, why?? please any help?

I have just had the same issue trying to transfer funds from my account to my card. I have written to the customer service but no reply so far.
