is there a New Zealand site now and how does that work

I went to pay someone yesterday and found I was being forever redirected to a site in New Zealand, I am in New Zealand. I tried to log on but the whirly thing went round and round going nowhere. After a few hours my attempt to get back to paypal dot com worked and I was able to pay my bill. Today being a monday, I tried to contact the new zealand site using the phone number they provided and found that it was not allocated. This whole thing is either dumb or worse. Does anyone know what is going on?

Welcome to the PayPal Community! Yes! We do have a New Zealand PayPal site. The link to our New Zealand PayPal site would be www.paypal.com/nz . If you have an account registered in another country, you can close that account and open it with your current information. You can also reach Customer Support by clicking Contact at the bottom of the PayPal website as well as Twitter direct message or Facebook instant message.
