paypal won't let me use any merchant checkout on any website. paypal support has been nonresponsive

Trying this question again.  Still.  
PayPal won't let me use merchant checkouts on web sites. PayPal support has been non-responsive.  This has been happening since April.
When I try to checkout, my verified payment method that is in my wallet does not appear in most merchant website checkouts.
Sometimes it suggests I use a card that I previously deleted.  It will never let me add a card, although it instructs me to do so.
I was told by a phone support person that it was being blocked by some Paypal security setting. 
This is not fraud prevention, this is complete shopping prevention.

It doesn't make any difference which browser I am using, or clear cookies and cache or not -- they also have tried to blame my ISP
and my bank and every merchant web site. 

But I finally was able to capture one that specifically said PAYPAL was blocking the transaction as part of the error message.

Of all the many transactions that have been blocked by PayPal in recent weeks, ONE has been allowed thru on Walmart.
When I really didn't care if it was going to work or not -- it did.  But only once. 

So of course, PayPal support has also pointed to this "one functional moment" as "there is nothing wrong with paypal end". 

Follows are some of the properly redacted chat responses I have received after trying without success to get any support at all.
And they say they want more info from me or a response, and immediately close the chat.  Now the chat bot has become entirely

non-functional and does not even transfer to any human responder.

I see that you set up a preferred funding source ending with [removed] when you pay online. Have you tried to sent money to any other recipient or with a different payment method? I am sorry to hear that you are unable to use preferred funding source at the check out page. I have checked and see that your preferred funding source is [removed] for online check out payments. I would suggest you clear the cookies and cache from your browser and try again so that our system will give you an option to choose the funding source at the checkout page. Thank you for your posts, and welcome back to the PayPal Community Forum! I'm sorry to see that the community has not yet answered your question. I know that being unable to make a payment is frustrating, and that frustration can be compounded when your question isn't answered. I'll be happy to help as best I can.

 

The information given by the representatives you spoke with is mostly accurate, though the last representative's promise was premature, and for that I apologize. I'm also going to look into why the chats keep showing that the conversation is closed after each interaction, since the interaction was obviously ongoing. Thank you for providing that log, as that will help! 

 

To address your question, if the security system is blocking either payments, the use of individual payment methods for payment, or the addition of new payment methods, it typically cannot be overridden - especially under a few different circumstances. It sounds like this being an ongoing problem would indicate that there are some factors local to you that may be hurting you and helping these false positives to happen so frequently. I hope I can help with a few suggestions to try.

 

  • If you are using any sort of proxy, such as a VPN or other anonymizing feature, it must be discontinued. These are not permitted for use with PayPal.
  • If you have cookies disabled in your browser, they must be re-enabled for use with PayPal. I recommend also clearing the cookies and cache, waiting a good day or more without making any attempt in your account to send money or add a financial instrument, and then trying to either conduct a payment or add a new payment method only after that, to allow the possibility of a fresh start.
  • If you are repeatedly trying to do things that have been blocked over and over again, this is likely causing an even tighter restriction of activity, since it may appear to be a brute force attack of some kind, and the system is trying to protect you and others. I recommend only trying once, maybe twice if there's a problem, and then leaving it without further attempts for the aforementioned day or two. I understand that would be inconvenient, but if the problem is to have any chance of being resolved, additional attempts that add fuel to the fire will only make it worse, and we definitely don't want that.

I realize that this is still frustrating because there are no guarantees. The security system is designed to be cautious in order to save the most people possible from fraud, and that means that sometimes a legitimate transaction, or in your case many, may be blocked. I'm very sorry that keeps happening to you, but hopefully the above may get you in a position to get past that stumbling block and back on track.

My efforts to use PayPal on a couple websites works fine, but the majority of times on other sites it does not work.   I do have cookies enabled.   I have done all suggestions above and it simply doesn't work.   I'd hate to leave PayPal because it has been awesome for years, but I need a system I can rely on ALL THE TIME.   Further helpful suggestions would be appreciated.

I have a question maybe you can help I disputed a claim on a website because my nephew got a hold of my PayPal account and ordered some games and now when I try to buy something off the website it's blocked and their support said that PayPal is blocking a transaction so I contacted the PayPal and they said it's something to do with security and that they can't unblock it which is crazy because the website where I want to buy the stuff they only have PayPal and they have credit cards but everything is powered through PayPal how do I go about that can they really not unblock the security thing for that website or they just lying
