unable to withdraw money from PayPal to Mpesa

I am unable to transfer funds from my PayPal account to my MPESA via THUNE. You keep on refunding the funds back to my PayPal account yet safaricom immediately sends me alert that I am about to receive the amount in a few minutes.... What's the problem and how long will this last. Please and kindly update me am being inconvenienced and loosing money as a result of this hitch.
