Account limitations

How to solve account limitations when transferring to account or card. I trying to change card and add again, the error still show. Any one can help me please ?

Account limitations are implemented by PayPal as part of their efforts to ensure safety and security for all users. Please reach out to the Support Team during business hours by clicking the contact us option at the bottom of PayPal page and do reach us via phone and kindly select "Call us as Guest" (Login not required).
