Collecting tax in NH where there is no sales tax?

I live in New Hampshire. Twice now I have purchased products online and have been charged with sales tax. NH does not collect sales tax. Both times the vendor site does not show sales tax being collected at time of purchase. However, as soon as the PayPal receipt comes, a hefty tax has been added on. How can I prevent this from happening? PayPal does not seem to care that vendors add on charges once you have left their pages.

Talk to the merchant. Give them this link and ask for a refund of the sales tax they took:
