Dispute resolution no good

I sent money for a service. The seller told me to dispute the payment as i sent it for a service and he could not receive it. I disputed the payment as advised. He agreed to refund me. Paypal gave him the money anyway. I have not received the service

Did  you open a dispute for service not received?

Did the seller issue a refund during the dispute?

If you did not get a refund then did you escalate the dispute to a claim for paypal to get involved OR did you let it auto-close 20 days after opening the dispute?
