Failed/Merchant Cancelled Transaction holding my Capital One Cashback funds.

Recently I purchased using paypal with CC and Capital One Cashback dollars (a feature built into paypal for the past few years that I have used before). The purchase was cancelled because the vendor had no merchandise in stock. The pending charge is lingering still after 3 weeks, which would be fine, except it is also holding my Capital One Cashback dollars. The resolution center gets a generic error every time I use it and won't submit anything. Every other message I have submitted to paypal has been ignored. Any idea if this will eventually disappear or have I just lost my Capital One Cashback and should never use this feature in Paypal again?

When you pay a company then it is often pending or awaiting authorisation until that company processes your order and captures the pending payment.

If they don't process the order and capture that payment then the pending status times out at 30 days post-payment and returns back to your funding source.
