Failed purchases show up on linked credit card but not on PayPal when ordering from TikTok shop

On November 29th, I used PayPal to make two TikTok shop purchases which went through successfully. Upon each purchase, I got an email from PayPal confirming the charge amount. After those two purchases, the third purchase through PayPal wouldn't go through even though I submitted the order within 15 minutes of the successful second order. This issue is still persisting.
What's interesting is that the purchase that I've been repeatedly trying to order does show up on the transaction statement of my credit card linked to PayPal (and in the correct number of failed attempts as well), but PayPal itself does not recognize this in the "Activity" page, nor have I gotten any emails from PayPal with the charge amount. Those charges in my credit card statement are immediately released so I'm not losing money there. It's definitely possible that it's a problem on TikTok's end due to their integration, but I'm inclined to think otherwise since the first two charges were successful. Any idea on why PayPal may have this issue?
