Someone is sending me $6000 using PayPal. It shows that there will be a fee of $502 dollars on the transaction. Does this mean that I will ultimately pay the fee, and actually receive $5498 in my account?

Fee seems very high, check out the fee table and see what it should be for your country.

Secondly yes you pay a fee to receive goods/services payments as that is how paypal fund the service and pay their staff.
HOWEVER be very careful of scammers that tell you that you have to pay an UPFRONT fee before you receive your payment.
You don't, no funds in your paypal balance= you have not been paid, even if on hold or pending payments always SHOW in your paypal account balance.
Advice is voluntary.
Kudos / Solution appreciated.
