From Ukraine cannot receive payments from buyers Personal account

I am from Ukraine and cannot receive payments from buyers on the Etsy platform. When the buyer tries to pay, he receives the message "To comply with international regulations this transaction has been declined". I have a Personal account, is this the case? Will creating a business account solve this problem? Is it possible to do this on a Personal account? Thank you for your response.

You are not allowed to use a paypal account in your country to receive payments from buyers unfortunately. If you carry on you risk your account being limited.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

You still can't do commercial transactions and receive goods/services payments.
