You can't send it to someones bank account, you can only send it to their Paypal account and then they can withdraw it to any funding source used for withdrawals in their country.

Thank you so much for your answer @kernowlass but when I try to link a local bank account to transfer the money I can't because I just have the option to use an Australian bank or a US bank so I don't see the option to link my bank from Colombia which is Davivienda the option the link you sent me says.
Do I have to create another Paypal account?

You can't add another countries bank account to a country specific paypal account.
So you can't add a Columbian bank account to an Australian paypal account, only an Australian one.
Are you in Australia or Columbia???

You do need to add and confirm a funding source on your paypal account to fund any payments to another paypal account.
So you can add your bank account and confirm it if you want to use that as your funding source OR you can add/confirm a debit or credit card.
If you add a bank account then add a card as well so you have a back up funding source. That way paypal will often credit the seller in advance and then they will await the bank transfer (if you fund it with a card its always instant anyway).
Are you paying for goods or services? If so then its best to ask the seller to send you a money request or invoice fully describing what you are paying for.
Then you just click to pay and select your funding source on checkout. If its in another currency then you pay that currency and paypal will tell you before you click to pay how much in AUD will be deducted from your funding source ie bank account or card.

This part I already did it, I have linked my Australian bank accound and card as you can see in the picture that I've attached:

Regarding this question: I'm not paying good or services, I have USD dollars in my Paypal account and I want to send that to a Colombian bank account as I can see that there is an option to withdraw colombian pesos using Davivienda bank which is the bank where I want to send the money.

But as you can see with the screenshots that I've aattached I can't link another bank account, just and Australian bank account or US.
So I don't really know how to make the transfer.

Ive already told you that you can't send to another persons bank account OR another countries bank account.
You have to send the payment to the other persons paypal account !! Then they can withdraw to their bank account as I have already said via the information in the posted link.
You would have to send as goods/services as there is no friends/family option in Columbia.
So ask the person that you are sending the funds to in Columbia their paypal email address and then use the send money option.
