I am working overseas and cannot access my US mobile device. When I try to add funds to savings, I am asked to confirm my identity with a SMS code. I tried adding a local phone number (+55, Brazil) but the country code is rejected. I added 2FA, but this apparently only applies to login. Can I get the code by email?

While travelling internationally, PayPal actually doesn't always guarantee the ability to use your account since it's normally considered a bit higher risk than the usual activity in your account history.
Depending on what our security system sees, you may still have limited functionality but it's not uncommon to run into issues while travelling outside your home country. With that in mind, if you are staying in Brazil for an extended period of time (long enough to open a card or bank there), I would recommend creating a Brazilian PayPal account.
