How can i get funds back from a scammer's account if the funds are blocked in his account.

Hi,

i have put myself in a huge scam. I had agreed to purchase digital goods from the supplier(call him scammer). Now he had told me the money is blocked in his account. He had told me to put the note as friends and family, whereas i put friends. Now i have discovered about scammers using the technique of "friends and family" for getting away with scams. I had put a case for this transaction for a refund and he sent the photo with information of the funds being blocked and told me to use it.  I had cancelled the case. Will the funds not  be blocked in his account?

After i had made the payment, he asked for more money, implying it as a delivery fee for the goods. I got to know that it was a scam from then onwards.

I have found out that he is using someone else photos and using it as a scam account on telegram. The terms were 100GBP for the product, then he went to make me pay another 100GBP as delivery fee. 

He informed me that the transaction type is goods and service and the note is friend, so the amount got blocked. If this is true and the amount is blocked. Is there any possibility of  getting the funds back?

I need help regarding this. pls help me on further actions to be taken.
