How do I relink my UPS account to PayPal/Shipstation?

UPS deactivated my account due to dormancy so I had to sign up again, but my new account is no longer linked to PayPal/ShipStation.
How do I relink my current UPS account to ShipStation?

Log in and go to App Center/Business Tools to find Shipping Labels app.

Click Get Started button.

Click Connect Your Account.

Click Agree and Connect.

Choose label layout and check if ship from address is correct or edit it if needed. Then check off to agree with the t&c.

Click Continue.

Since UPS services is already available through your Shipstation go and try to set up a UPS shipping label, if the UPS rates don’t show up and an error message appears, click “Please retry to see UPS rates below.” link. This will open up a window to add your UPS account.

There is no Shipping Labels app in the appcenter. There is a PayPal Shipping app only.
When I click on PayPal Shipping, and then Get Started, it simply takes me to ShipStation.
In Shipstation, there is no "Connect My Account" link because I already did that a long time ago.
I can already ship and create labels, that's not the issue.
The issue is that UPS deactivated my account due to dormancy, and so I had to create a new UPS account and Shipstation is not linked to my new UPS account

What I'm trying to do is link Shipstation to my new UPS account.

The instructions you provided do not do that.

I found the answer from customer support: 

The UPS account provided through PayPal is a corporate UPS account managed by ShipStation.

The PayPal shipping center UPS account can not be linked to a third-party or personal UPS account.

So there is no way to manage UPS packages created through paypal/shipstation in UPS My Choice.
