How to block payments from a user?

I have already been to the Help Center here:
How do I block or unblock another PayPal user?
And, unfortunately, what PayPal says to do is impossible because it doesn't work. It asks me to search for a contact but I don't have any contacts. I just let people submit payments from my website.. Any time I enter the person's name or email, nothing shows up.
The root of the problem started when PayPal decided NOT to refund the transaction cost. So any time someone makes a payment and files a dispute, PayPal always finds in the "Buyer's favor" and I don't get the transaction fee back.
With no way to block payments from certain customers and no refund of the transaction fees, a bad customer could keep making payments, filing a dispute and getting their money back while I am short $3 every transaction they make.
I have been really frustrated with PayPal latey. Their policies seem to be pro-buyer instead of giving buyers and sellers a fair playing field.
I NEED to be able to block payments by whomever I don't want to do business with or get my transaction fee refunded.. Either would satisfy.
