How to top up paypal account in USA

Is it mandatory to link USA bank card with Paypal before sending the money or its exist another way. Support needed.

Why are you asking about topping up a U.S paypal account when your account is registered in the Netherlands?

Or are you talking about U.S currency?

No. Im asking for my friend who lives in USA but he has issues with Paypal.

So he would need to add and confirm a bank account OR card to his account to be able to add funds. The other way is to have someone send him funds via the friends/family route so he has funds in his balance BUT he may well have to verify his account first by adding and confirming a bank account before being able to receive the funds.

However you don't need funds in a paypal balance to buy stuff, account holders can just add and confirm a bank or card and paypal will auto-deduct from their preferred funding source during checkout when they pay for an item.
