I am unable to make payments. It's complaining about the payment method.

I've been using the card with Paypal for over a couple years now I think. This is the first time it's being declined everywhere. I have tried removing the card from the payment methods. I have also tried using a friend's card. Even that is being declined.

 

For example, here's an error message from TryHackMe.

"Subscription cannot be created as we are not able to collect USD 10.00 from your card on file. Error message: (10417) Instruct the customer to retry the transaction using an alternative payment method from the customers PayPal wallet. The transaction did not complete with the customers selected payment method."

On other merchants, it says check your account at *card issuer* before retrying. Everything is turned on for my card: international, e-commerce, etc.
