I sent money using PayPal credit, but money is still on hold in their account after 24 hrs.

I sent money to my fiancé using my PayPal credit to pay my portion of the rent, but the money is still on hold after 24 hrs. However, on my end, it says the transaction has completed and is now being reflected on my paypal credit balance. 1. Status is being shown as “money on hold” 2. No, his account is not new, I have sent money to him before using PayPal credit 3. No messages regarding the hold
