I would like some help in understanding seller fees.

I am buying an item from a private seller for £55. The seller is not a commercial seller.
Will the paypal fees paid by the seller be the same if he requests the payment, or if I send it without receiving a request?
How much will the fees cost the seller? I have looked on the Merchant fees page, but can't understand all the options. As a private seller, will the fees be determined by the merchant fees price list?

As long as you don't use the friends/family option (which you should not for any purchase transactions) then yes the seller will pay a fee.
The fee is the same whether you use goods/services and send it OR he sends you a money request. However the latter is better as they can fully explain the item they are selling to you.
How much is dependent on which country they are in.
