My payments keep bouncing back, my account has money, how can this be resolved

There is money in my account and no restrictions grom my bank but the payments are bouncing back, how can this be resolved?

Well it might be cause you started your account not long ago, or you're either getting one of yours first few money transfers, your account might not fully be confirmed or you're untrusted in PayPal.

I also struggled with getting my money, had to wait 21 days and keep worrying that the person was gonna refund, they didn't though, and I got my money after about a month, also someone sent me cash again, and I received it immediately this time.

Not all countries can use a 'balance' and also I believe in your country you have to add a credit card as a funding source.

I don't think you can fund payments from a bank card or a bank account, so try linking a credit visa and see if you can then purchase items.
