No refund from vendor after failing to deliver the item (CJS CD Keys)

Hello, I've tried to purchase an item from the site cjs-cdkeys and they failed to deliver it. After trying to cancel the order and get a refund, I received an e-mail that stated they had issued a refund in full amount, yet there's nothing in the transaction history of my Paypal account. The original transaction was a temporary authorization and that just simply disappeared. Thankfully I have the transaction ID, but I still don't know what to do. Did they just confirm that I received the item, even though I did not, and then lied about sending me a refund?

I understand that you're expecting a refund. All refunds will be sent back to the payment method of your original payment. Here's the help center article to know more information about the refund. If you have received an email regarding the refund, please log on to your PayPal account and check the transaction history as the refunded transaction. If you do not find the refund, please report the transaction if you have not received the item. Our concerned team will look into the case and get back to you with the results. Please keep an eye on the email inbox and Resolution Center.
