Why isnt this case being investigated properly why is a seller getting away with this?I need you to look into this further take your time no rush the look at the tracking number when it was generated it does not go with this order. Now look at the 59.99$ why isnt the seller providing the tracking for this? I will not pay you guys another cent on that pay in 4 until you have the seller give you the correct tracking that belongs to this order.My final decision is not do business with you guys if your going to treat a person that's been with you 8years like this I had supervisors type up stuff stating tracking was generated March 4 look closely at the 59.92 item I was bought at that time I signed for it at postal service. 791.25 Transaction date February 20th 565.18 Transaction Date January 19th 208.00 February 1st 113.14 Transaction date Jan.27 322.02 Transaction date Feb 22 59.92 Transaction Date Feb 23 How can one tracking number belong to these Transactions that were ordered at different times. You Guys denied my case and allowed a company to attach the same tracking number which was generated in March 03 so how can this evidence go unnoticed. Also the company in a email sent to me admitted that items were turned over to authorities due to copy infringement so how could I have a letter from customs stating they have seized my items for counterfeit i had to pay a fine and forfeiture of goods. So Pandabuy attached the tracking number to the lowest cost item and runs away with my money.Denied 4x for item not as described reason denied item recieved.So when I person received a item puts in a dispute for item not as described how come its denied as item recieved tracking provided. YOUR INVESTIGATORS FAILED ME THEY DID NOTHING TO PROTECT THE BUYER UNDER BUYER PROTECTION. I NEED SUPERVISORS OR SOMEONE TO PROVE TO ME HOW 7 ITEMS CAN PURCHASED DIFFERENT TIMES HAVE THE SAME TRACKING NUMBER AND PAYPAL ALLOW THIS AS EVIDENCE. LOOK AT THE PURCHASE DATES THAT TRACKING NUMBER CANT GO TO ALL THOSE ORDERS I WANT THE EVIDENCE THAT YOU HAVE IMMEDIATELY SO I CAN RETAIN LEGAL ACTION BECAUSE THIS HERE IS FRAUD

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?
