Pay in 4 not processing.

I paid a bill using pay in 4 but it says its pending.
I read the help files and there is something about 72 hours or the transaction is void.
I don't understand the  problem and when I talk to the company they say they have not received a payment
Is it up to them to do something or do I just wait the 72 hours and see if the transaction goes through?
Do I have to do something to enable the transaction?
If anybody can explain what is going on I would really appreciate it.

I do understand that you are experiencing issue with the Pay in 4 option. Please reach out to the Support Team during business hours by clicking the contact us option at the bottom of PayPal page. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account.
