Pay in 4 not processing.

I paid a bill using pay in 4 but it says its pending.
I read the help files and there is something about 72 hours or the transaction is void.
I don't understand the  problem and when I talk to the company they say they have not received a payment
Is it up to them to do something or do I just wait the 72 hours and see if the transaction goes through?
Do I have to do something to enable the transaction?
If anybody can explain what is going on I would really appreciate it.
