Payee can't access payment

I sent money to someone who will do some work for me and will buy materials tomorrow and complete the job tomorrow.

He says he cannot access the payment. It did not go into his account. It just says "Pending" and doesn't budge. No reason is given for why it's pending. He thinks this is because I wrote "materials" on my note about what the money is for, and he wonders if PayPal needs to know the materials have been delivered. I don't think this is the reason. (He doesn't usually use PayPal.)

Can anyone help me figure out how get the money to him? He needs it by early tomorrow morning. How do I get it (I used VISA) past the "pending" state? Or how do I cancel and start over again? Thank you for help!

Which option did you use? Goods/services OR friends/family?

Is it pending on your paypal account, or just his paypal account or both?

Thank you for responding. I used Goods and Services. On mine it says transaction completed. On his it says Pending.

Are you sure it doesn't say 'on hold' rather than 'pending' on his paypal account?

No, it says Pending.. And it is highlighted in yellow.

Then it sounds as if its being reviewed by paypal, normally 72 hours.

He just told me PayPal said it would be a week and showed me a screen shot o the message. So this is really unfortunate because he had to start today and had to use his own money to buy materials.

Thanks for your help. I feel really let down by PayPal. I was told you could pay people this way. And now there doesn't seem to be any way for me to get that money released to him sooner. Very disappointing. I'm lucky he was willing to use his own money to buy over $1000 worth of materials.
