Payment Declined for International Payment Non Compliance.

Not having been a PayPal Member before, I always had used PayPal Guest Mode for Payment always successfully from my Location, Singapore. I had to post here (and Sign up for PayPal) to post this message.

 

JStor has rejected my Payments. The following message appeared and had been appearing for 1 week, whenever I tried to buy a JStor Plan.

 

"To comply with international regulations this transaction has been declined"

Welcome! Thanks for visiting the PayPal Community Forum. I'm sorry to hear a recent transaction hasn't gone quite as you expected. From time to time, PayPal compliance must review certain activity for compliance with established User Agreement and  global regulatory obligations. Unfortunately, that may potentially mean a payment may be declined due to certain factors which PayPal reviews. Our User Agreement does allow for PayPal to review a transaction and refuse to process transactions that may be prohibited by law or that may violate our Acceptable Use Policy and / or international regulations.

I'd mentioned, earlier, I never had any problems until I tried to buy a JStor Pass. I tried again with 1Password which uses PayPal for Payment, payment was successful, so I don't understand what the issue is with my JStor Payment being declined for non compliance. Please resolve this. I need to buy a yearly JStor Pass and I cannot currently buy it.
