Payment Received must available on 30 August 2024

Payment already received but status showed as "August 9, 2024 . Available by August 30, 2024 . On Hold" 

What is mean and my balance is still 0. Why don't make it instant transfer for service in paypal?

Delay period would be 21 days to until I could received it?

And also why need to have limit amount before transfer paypal balance back to my local bank account?
