Payment Retries: How Many Times and What Happens if it Fails

Made a purchase last weekend via my bank account but had an extra bill hit and the payment was returned. It was resent today but it will possibly get returned a second time.

Does PayPal always do a second retry and if not will it just go negative in my paypal balance?

They often do try a second time and if that fails they may try your back up card linked to your paypal account.
