Payment getting denied

My payment is getting denied with Central bank VISA atm card, saying 'We are sorry, but we could not complete this payment, because it has been denied. Please retry with another funding option to continue with the payment.' Also, axis bank account cannot be set as the preferred method saying 'This can’t be used as your preferred way to pay online. Choose a different payment method.' What should I do?

I need to make urgent payments, and Paypal is failing me every time.
