Payments not working + limit button as well

I get this message every single time I try to pay for something. What am I supposed to do? +when I open "limits" on my account, it gives me this error

I am sorry to know that you're not able to make payments using your PayPal account. If you have a verified PayPal account, there will be no limits to initiate the payments. You can verify your account by adding and confirming your bank account or card. You can find more information about verifying your account here : How do I verify my PayPal account?

If your account is already verified and still seeing the error, it is possible that your account is temporarily limited. Account Limitations prevent you from completing certain actions with your account, such as withdrawing, sending, or receiving money. Usually, we ask you to complete some steps to remove your account limitation. To simplify this we always list the steps to remove the limitation in the Resolution Center. Please go the resolution center and follow the steps to resolve the limitations placed in your account. If this is not the case, please contact our support team to help you further.
