Paypal Won't Refund My Money

Paypal has not sent me a refund, after I have called them twice, with them insisting that I should receive it right away. I feel Paypal's service is exceptionally terrible. I would like to be wrong here, but their call center is barely helpful (they've promised I would receive an email stating a refund is being processed twice now over the last 4 days - I have not received 1 email...). $400 USD is being held, and the merchant has told me clearly that they never received any information about my purchase. Is Paypal scamming me? Any help is much appreciated on how to actually get a refund issued to the credit card.

Sorry difficult to advise from your garbled message.

Has the payment to the seller completed and did the seller issue a refund?

Is the payment completed in your paypal account or pending or unclaimed?

Is any refund showing in your paypal account and did you get an email to say a refund had been issued?

Does the refund show as completed or pending or temporary hold???
