Paypal is getting expensive

Is it just me or is Paypal getting expensive? I had to pay a friend 12 euro and it cost me 2 euro. And now a Chinese Ebay store refunded the shipping costs and I have to pay 1 euro as receiver. I always thought one of the parties involved pays the costs, but not the receiver of money.

Is this new?

Friends/family payments are free if funded via a bank account, however you pay a fee if you use a card OR any currency conversion is involved.

Secondly if you got a refund and were charged then it was not 'refunded'. It was 'sent' instead and so paypal saw it as a payment and charged a fee.
